A lifelong resident of Northwest Oklahoma, Roscoe Hill was born and raised in Mooreland,  Oklahoma. He moved to Woodward in 1960 where he accepted a position with Northwest Carpet & Tile.  Roscoe met and married Ann Adkins in 1967. The couple recently celebrated 41 years together. Roscoe was first elected as a City Commissioner in 1980. He served as Mayor Pro Tem in 1981 and Mayor in 1982. Roscoe returned to serve as City Commissioner again in 2003, a post he holds to this day. Commissioner Hill also serves the community as Chairman of the Woodward Regional Hospital Board, Board Member of Health Services Foundation, and a Board Member with Woodward United Fund.

Gary  Goetzinger was elected as Ward 2 Commissioner in 2004. He has worked in his  family business, Goetzinger Abstract & Title Company since 1985. He and his  family, wife Cindy and son Cory, are members of the First Christian Church.  Commissioner Goetzinger has served his community in many capacities, including  serving on the board of the Chamber of Commerce, Lions Club, Western Plains  Youth Shelter, Woodward Industrial Foundation, and  United Fund, just to name a few.

Gary  graduated from Woodward High School and Oklahoma State  University.

Bill Fanning has been the Commissioner for Ward Three since 2001 and is serving in his fourth term as Mayor. Mayor Fanning has worked at The Stock Exchange Bank for twenty five years and is currently the Executive Vice President. He is a member of the First United Methodist Church, Kiwanis Club of Woodward, and is the Drive Chairman for the United Fund of Woodward.

Bill graduated from Fort Supply High School, Oklahoma State University and the Graduate School of Banking of the South. He was a member of Leadership Oklahoma Class XIX and was the Woodward Citizen of the Year for 2005.

Michelle Williamson has been the Commissioner for Ward Four since 2003.  Williamson has worked at MidFirst Bank for six years and is currently the Woodward Market President.  She’s a member of the First Christian Church, the Woodward Chamber of Commerce, the Woodward Industrial Foundation, the Woodward Rotary Club, the Health Services Foundation and the Woodward Education Foundation.  Williamson also serves on the Northwestern Oklahoma State University Foundation.

Michelle graduated from Woodward High School and Northwestern Oklahoma State University. 
Michelle is married to Bruce Williamson.  They have three daughters:  Whitley, Amelia, and Gracen.

Steve Bogdahn is a 1980 graduate of Woodward High School. He attended Southwestern Oklahoma State University College of Pharmacy  graduating with a Doctor of Pharmacy degree in 1987. Steve became involved in City of Woodward political service when he  was appointed to fill a vacancy as Commissioner-at-Large in July of 1999. He served  two years as Mayor of The City of Woodward and currently serves  as  Mayor Pro Tem. Commissioner Bogdahn is active in the Woodward academic community as a member of the High Plains Technology Center  Board of Directors where he serves in the capacity of Board President. Steve Bogdahn and his family attend the First Christian Church of Woodward.  He and wife,  Bana,  have two children, Blake and Brooke.
