City Manager, Alan Riffel

Alan Riffel is a graduate of the University of Oklahoma, and has 30 years of municipal government experience. Mr. Riffel is also distinguished as a Credentialed Manager by the International City Managers' Association.

Woodward is currently undergoing major building projects under the guidance of Mr. Riffel's administration.  These include a new 30,000 sq. ft. conference center, extensive water field improvements, and a $25 million park renovation plan.  Various components of the Crystal Beach Park are now complete and open to the public, such as the new Aquatics Center, Fuller Ballpark, Arena Grandstands and a baseball five-plex.

Woodward has also worked to redefine its role as a major center for energy development by embracing sustainable energy generation and transmission, coupled with the traditional resources of oil and natural gas exploration and production.  Now considered as a hub for energy, the region has seen over $2 billion of investment dedicated to that industry.  During Mr. Riffel's tenure, the City has collaborated with many entities to encourage this new avenue of community growth.

Mr. Riffel was recognized in 2009 as Oklahoma's Outstanding City Manager by the City Managers' Association of Oklahoma.  In 2005, he shared the distinction as the state's Public Official of the Year, as named by the Oklahoma Department of Emergency Management, with Woodward's Asst. City Manager, Doug Haines.  Mr. Riffel currently holds the position of Chairman of the Oklahoma Municipal Utility Providers, and serves in various other capacities locally and with state organizations.

The Assistant City Manager serves a dual function within the City Government including the appointment of Chief Financial Officer / Treasurer. With these duties comes the responsibility of providing a broad range of centralized staff services to other City Departments including budget development and analysis, accounting, financial reporting, cash and investment management, auditing, project control, as well as directing all City purchasing and store activities. This office also plans, organizes and directs fiscal and management control functions while assisting the City Manager in the daily operations of the City Government.

Mr. Haines’ accreditation includes: Bachelor of Science degree in Business Administration from Southern Nazarene University, Oklahoma Certified Municipal Official, and Certified Oklahoma Municipal Treasurer. Mr. Haines is a member of multiple organizations including the City Management Association of Oklahoma and the International City Managers Association. Doug is a member of the Board of Directors with the Northwest Domestic Crisis Center and shares the distinction of holding the award of Oklahoma Emergency Management Association Public Official of the Year 2005 with City Manager Alan Riffel.

The Executive Assistant works closely with the City Manager providing vital information and performing support functions crucial in the day-to-day operations of the City Manager’s office.

Mickie Parks attended Southwestern Oklahoma State University. She earned the distinction of being designated as a Certified Municipal Official by the Oklahoma Municipal League in 2007. She has served the community on numerous Boards, including the First Christian Church, Kid's Inc., Woodward Main Street,and Woodward United Fund. Mrs. Parks has been employed by the City of Woodward since September of 1984.
